Guangzhou Municipal Finance Bureau and other government agencies jointly released Interim Measures of Guangzhou for Administration of Financial Subsidies under Preferential Individual Income Tax (IIT) Policies in Guangdong-Hong Kong-Macao Greater Bay. The circular clearly stated that, for overseas (including Hong Kong, Macao and Taiwan) high-end talents and critically lacking talents whose taxable income of IIT in a tax year exceeds 300,000 Yuan, subsidies will be provided based on IIT difference between the  Chinese Mainland and Hong Kong and the subsidies are exempt from IIT.
