Guangzhou, A Place Worth Coming

Recently, the Guangzhou Municipal Government officially released the Opinion on The Implementation of Talents in Guangzhou Plan (“Talents in Guangzhou Plan”), with 19 innovative measures being launched to attract global  hi-tech and highly-skilled professionals as well as talents on cutting-edge research and development or with skills in short supply, optimize talent development environment in an all-around manner, and establish itself as a highly competitive, influential and leading player in accumulating innovation-related talents in the world.

►Talents that are jointly recommended by members of the City’s High-end Innovative Talent Recommendation Committee and with no objection during public notification period will be identified as high-level talent or enrolled into corresponding municipal talent programs. Together with the existing mechanisms, the new measure will constitute a comprehensive talent evaluation system that consist of “identification, assessment and recommendation”.

►Leading enterprises and institutions in their industries are encouraged to establish their own talent evaluation standards, which will be integrated into the city’s industrial talent evaluation system. A “green channel” will be provided for  professional title evaluation of talents with outstanding contribution or high-level overseas returnees.

►A “Team Leader Full Responsibility Mechanism” will be implemented among teams of strategic scientists. Team leaders will be entitled to make decisions on human resources, fund, property, technical route, organizational structure and talent recommendation and their teams will enjoy the priority in funding support and provision of working conditions.

►Rolling or additional fund support will be provided to industrial talent teams with good growth potential or outstanding performance. New models of one policy for one person or one policy for one enterprise will be explored to offer better development conditions for them.

►The role of financial industry in supporting innovation and entrepreneurship will be strengthened and new models like talent investment, talent loan and talent insurance will be explored.

►A platform connecting venture capitals and innovation projects will be set up and the feasibility study on establishing a large-scale innovation and entrepreneurship fund will be carried out. 

►A Talent Service Bank will be established to provide up to 20 million Yuan mortgage-free, guarantee-free credit loans for high-level talents to start business.

►A series of insurance products will be launched by insurance companies in Guangzhou under government support to share the risk of talents in starting business.

►International medical insurance settlement and services will be on trial implementation in municipal Grade 3A hospitals, and  bilingual teaching in some primary and secondary schools to help children of overseas returnees adapt to domestic education environment as soon as possible. VIP lounge services at Baiyun International Airport will be made available to high-level talents, and free or discounted public transport for senior citizens will be provided to talents’ and their spouses’ parents in Guangzhou. A categorized foreigner administration system will be implemented to facilitate their works in Guangzhou .

►Housing subsidies or rent-free apartments will be provided to high high-level talents and talents with outstanding contributions will be given the rented apartment for free .

►30,000 units of new talent apartments and public rental housing will be made available within 3 years through various means like construction, supporting facilities in industrial parks, urban renewal and joint tenancy and they will be provided to key talents in priority.

►Settling-in allowance or living allowance will be given to post-doctoral and doctoral fellows who choose to work in Guangzhou and all districts are encouraged to provide housing assurance to graduates with master’s or bachelor’s degrees so that their housing needs can be met.

►China Guangzhou Human Resources Service Industrial Park will be planned and developed.

►Key talents who are included in major national or provincial talent programs will receive subsidies for talents and project funding support and the organizations where they work will also receive incentive or subsidies. State-owned enterprises and institutions are encouraged to adopt annual salary system or agreed wage system in recruiting or employing excellent postdoctoral or doctoral fellows.

►Jingying Program or Elite Program, a program of government-sponsored oversea education, will be optimized and improved to include outstanding students from well-known universities in Hong Kong, Macao and Taiwan and to provide them with living allowance and international travelling expenses for their overseas doctoral education in first-class universities.

►Supports will be given each year to high-level scientists and technicians who work in Guangzhou-based universities and research institutes to help commercialize their research results.

►Relevant organizations will be encouraged to invest on high-end scientific research equipment. Researchers of universities and research institutes are encouraged to work part-time in technological enterprises and supports will be given to them for commercialization of their research results. No less than 70% of the net income of such commercialization can be awarded to the researchers.

►An innovation result commercialization alliance will be established to transform the advantage of talent agglomeration into industrial advantages and driving force for development.

►Guangzhou Youth Innovation Result Fair will be launched and other events such as innovation and entrepreneurship contest, summit forum, project result fair, talent recruitment meeting will be held.

►A model of Talent Base + Youth Creative Space will be established and 100 youth creative spaces characterized by low cost, convenience, total factors and openness will be created to foster an environment similar to overseas for talent development.
